About Rosalie
As the leader of TimberlakeSmith’s Local Government Law practice, Rosalie has been successfully representing and defending constitutional officers, localities, and other public bodies for over 20 years. She understands the unique and complex issues that face her local government clients and is able to effectively defend her clients in federal and state courts on cases that often garner close media attention. She regularly handles civil rights claims of every nature, as well as employment matters, both in court and before the Equal Employment Opportunity Commission, and is well versed in the various immunities available. In addition to her trial experience, she provides preemptive advice to her local government clients on a wide range of issues: constitutional questions, personnel matters, Freedom Of Information Act responses, and contract disputes.
Rosalie also defends hospitals, physicians, and other licensed health care providers against medical malpractice claims in both the private and public sectors. She understands the anxiety and disruption a medical malpractice claim can cause and makes it a point to accommodate the professional schedules and needs of her clients. Rosalie provides clear guidance and skilled representation on the various medical and legal issues facing healthcare providers today.
Rosalie has been a practicing trial attorney since 1995. She has handled appeals to the U.S. Court of Appeals for the Fourth Circuit and the U.S. Supreme Court, as well as the Supreme Court of Virginia. She is an active member of the Federal Bar Association and serves on the Board of Governors for the Virginia Bar Association. Rosalie also serves on TimberlakeSmith's managing Executive Committee and is the Pro Bono Coordinator for TimberlakeSmith.
Beyond her professional and volunteer commitments, Rosalie focuses her time on her husband and two sons who have active academic and athletic schedules. When time allows, she takes a break for a day hike in Shenandoah National Park or to catch a sunset at one of the local vineyards.
